Introduction

The Maryland Department of Labor is acceptingapplications from qualified candidates for the position of Administrative Program Manager IV. Thisskilled position serves as the Director of the Office of General Services for the Department of Labor.

Administrative Program Manager IV is a managerial level of work in the Management Service of the State Personnel Management System. Employees are responsible for directing programs which are generally found in various agencies, such as public information or director of administration, including the supervision of staff and responsibility for a budget.

Main Purpose of Job

The main purpose of this position is to provide executive management and direction for the Office of General Services (OGS), a support program, which provides a broad scope of services for all divisions of the Department of Labor. OGS services encompass support in the following areas: building security, maintenance, MDEM representation and participation, telecommunications management, leasing management, mail operations, fleet management, energy conservation and recycling, emergency operations management, fixed asset, supply, records and forms management.This position relates to the agency’s mission in that it provides consistent and dependable support for Labor employees who, through their efforts, provide economic stability to the citizens of Maryland.

POSITION DUTIES

Duties of this position include, but are not limited to:


Manage, direct and coordinate thevarious programs of the Office of General Services. These programs are diversein the services rendered to other divisions of Labor and require extensiveplanning and implementation skills. TheOGS programs provide services in thefollowing areas:

Facilities Security Management for owned and leased Labor locations. Overseessecurity provided by the Maryland Department of General Services’ MarylandCapitol Police. MCP provides security for employee suspensions andterminations, conducts hourly patrols daily. The buildings are protected 24/7 and provide an additionalpolice presence in the neighborhood. MCP also oversees building securityguards.

Building Maintenance for Labor’s sevenowned locations. OGS is responsible for ensuring that building support systemsrequired to run Unemployment Insurance Call Center equipment are in continuous operation. Audits maintenance workorders that are submitted through the Maryland Department of Labor MaintenanceRequest form periodically for consistency of service to allow for a safe andcomfortable environment for Labor employees and visitors, as well as ensuringthat building systems can support the agency's core mission. Buildingretrofits, redesign and construction of interior space is a service provided bythe OGS maintenance. This program isalso responsible for energy conservation measures.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: A minimum of five years of experience performing facility management work. Three years’ experience of supervising a team or an organization.

Notes:

1.Additional experience may be substituted on a year-for-year basis for the required or preferred education.

2.Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.

Bachelor’s degree public administration, business administration, project management, or a related field.

Certification in the facility management field Certified Facility Management (CFM) or Facility Management Professional (MP) or other related certifications.

Project Management Professional (PMP) Certification

1. Employees in thisclassification may be assigned duties which require the operation of a motorvehicle. Employees assigned such duties will be required to possess amotor vehicle operator’s license valid in the State of Maryland.

All candidates are subject to a background check against filesmaintained by the Division of Unemployment Insurance (Department of Labor/DUI)to determine whether any monies are owed to Department of Labor/DUI as a resultof unemployment overpayment/fraud.
