Main Purpose of Job

A Regulatory and Compliance Engineer/Architect I is the entry-level of engineering or architectural work in the analysis and evaluation of construction, operational or industrial projects and processes in pollution control, waste remediation, resource conservation, environmental protection or public health and safety to ensure regulatory compliance with engineering or architectural standards, practices, principles and methods. Employees in this classification do not supervise other Regulatory and Compliance Engineers/Architects.Employees in this classification receive close supervision from the Regulatory and Compliance Engineer/Architect Supervisor or other designated official. Employees may be required to work evenings and weekends and to attend public meetings and hearings. Employees may be subject to call-in for emergency situations, such as operational accidents or natural disasters. The work may require traveling throughout the State to construction sites, physical facilities, permit or industrial operational sites where conditions may be noisy, dirty and uncomfortable.

The work may require use of safety equipment, such as protective clothing, eyewear, gloves, and respirators. Employees may be exposed to physical hazards, such as toxic materials and fumes, asbestos, lead particles and falling debris.Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Regulatory and Compliance Engineer/Architect I, Regulatory and Compliance Engineer/Architect II and Regulatory and Compliance Engineer/Architect III are differentiated on the basis of the degree of supervisory control exercised by the supervisor over the employees. The Regulatory and Compliance Engineer/Architect I performs duties under close supervision. The Regulatory and Compliance Engineer/Architect II performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed. The Regulatory and Compliance Engineer/Architect III performs the full range of duties and responsibilities under general supervision.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: None.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hoursin engineering and two years performing engineering or architecturalwork in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the required education.

2.Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education.

3.Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The preferredqualifications andskill set for a selected candidate have:

·Engineeringdegree(s) in one of the following disciplines:Civil,Environmental,Water Resources,Chemical,Industrial, orAgricultural

·Experienceusing Geographic Information Systems;

·Experienceusing Water Quality Model/Simulation software packages;

·Experiencewith Microsoft Office Suite applications related to database building (Exceland Access).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.

PERSONAL LEAVE - New State employees are awarded six (6) personal leavedays annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon thebirth or adoption of a child.
