Main Purpose of Job

The Byrne Justice Assistance Grant Policy and Data Analyst (BJAG) provides support to the Governor’s Office of Crime Prevention and Policy (GOCPP) with data analysis and implementation of funding under the BJAG Program.

Administered by the Bureau of Justice Assistance, BJAG is a federal-state-local partnership enabling communities to target resources to their most pressing local needs. BJAG is used broadly for law enforcement, prosecution, indigent defense, courts, prevention and education, corrections and community corrections, drug treatment and enforcement, planning evaluation and technology, mental health services, and crime victim and witness programs.

This position will collect and analyze data and write empirical reports based on such data and develop short and long-term program strategies and serve as a member of the team to support implementation.

The incumbent for this position needs to be able to identify and resolve problems in a timely manner, gather and analyze information skillfully, and encourage open dialogue, be able to handle multiple tasks and have excellent oral and written communication skills.

POSITION DUTIES

  • Reviewing the history of BJAG funded projects in Maryland.
  • Establishing and maintaining contacts with Maryland criminal justice agencies to include Law enforcement agencies, victim services providers, State's Attorney' Offices and Local correctional administrators.
  • Analyzing performance measure data from both the state’s Grants Management System and the federal Performance Measurement Tool (PMT).
  • Conducting research on the latest evidence based and promising practices across all BJAG federal purpose areas.
  • Conduct an annual survey of sub-recipients and create a strategic plan based on analysis of said findings.
  • Make funding recommendations to guide the allocation of roughly $4 million in BJAG funding each year.
  • Build interactive criminal justice data dashboards using BI technology.

MINIMUM QUALIFICATIONS

Education:Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30credit hours from an accredited college or university foroneyear of the required experience.

2. Candidates may substitute the possession of a Bachelor's degreefrom a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that includedregular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the requiredexperience.

DESIRED OR PREFERRED QUALIFICATIONS

OurPreferred Candidate Will Have One or More of the Following:

  • Experience working with various levels of local, state, and federal public safety agencies in one or more of the following areas: Criminal justice- law enforcement, prosecution, defense, juvenile services, courts, and victim services.
  • Certified in the Department of Justice Grants Financial Management System.
  • Computer proficiency in Microsoft Word and Excel and Google Workspace applications, email, documents & sheets.
  • Experience using data visualizations tools such as Power BI, Tableau, or Qlik.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who workfor an agency and have a current employment contract of 30 or more hours a week(or on average 130 hours per month) will be eligible for subsidized healthbenefits coverage for themselves and their dependents. Leave

Paid leave will accrue at arate of one hour for every 30 hours worked.
