The Maryland Department of Agriculture is a department underMaryland's Executive Branch. Formed in 1972 by the Maryland GeneralAssembly to address the agriculture needs for the State of Maryland, theDepartment oversees and serves as a regulatory body for animal health,consumer services to include marketing and lab services,plant and pest management andresource conservation. As the number one industry in Maryland, thediversity of agriculture programs in the State continues to expand and grow.

LOCATION OF POSITION

Main Purpose of Job

The purpose of thisposition is to ensure equity in commercial transactions between buyers andsellers of commodities, goods, and services pursuant to the requirement ofTitle 11, Agriculture Article Annotated Code of Maryland which is Maryland’sWeights and Measures Law.

Work will primarily be performed in Calvert,Charles, and Saint Mary’s Counties.

This position is emergency essential.

POSITION DUTIES

Train to routinely inspect, and test, and initiatedirected enforcement action on common and less complex small, medium, and largecapacity scales and to verify compliance with specifications, tolerances, andtechnical requirements adopted in the National Institute of Standards andTechnology (NIST) Handbook 44.

Train to routinely inspect, test, and initiatedirected enforcement action on common and less complex small liquid measuringdevices, and vehicle tank meters, and to verify compliance with specifications,tolerances, and technical requirements adopted in NIST Handbook 44.

Train to routinely inspect, test, and initiatedirected enforcement action on random and standard packaging. Ensure net content and compliances withlabeling requirements and method of sale of commodities Follow prescribed testing procedures asadopted in NIST Handbook 133 and NIST Handbook 130. In conjunction with the Annotated Code ofMaryland Agriculture Title 11 and Maryland COMAR Title 15.

Train to complete all inspection report formsassociated with evaluated inspection activities. Complete all forms of activities associatedwith program administrative requirements.

Train to conduct investigations in response to generalconsumer complaints and may assist in more complex or specific inquiries thatallege incorrect weight or measure or the misuse of devices.

Train to follow procedures, guidelines, andenforcement actions published in Maryland’s EPO and the Field Inspection StaffWork Plan in regard to directed enforcement action, that encompasses deviceapproval, rejection, condemnation, stop use, random weight packages ordered offsale and standard packages issued a stop remove order. Any enforcement action may result in civilaction and or criminal action.

Train to inspect Weights and Measures deviceregistration certificate to ensure information is correct and device type andnumbers are accurate. Follow programprocedures for registering businesses and making corrections. Issue new registration applications asneeded.

Perform inspections as assigned on common and lesscomplex weighing or measuring devices (e.g., linear measuring devices, drymeasures, and grain moisture meters).

By following prescribed testing procedures in NISTHandbook 112 Examination Procedures Outline (EPO) and utilization of devicespecific technical information from the National Conference on Weights andMeasures (NSWM), National Type Evaluation Program (NTEP) Certificate ofConformance (CC). Following directedenforcement action in Maryland’s Examination Procedures Outline, and theprogram’s Field Inspection Staff Work Plan.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited highschool or possession of a high school equivalency certificate.

Experience: One year experience in performinginspections or investigations or taking enforcement action to ensure compliancewith a set of standards, regulations, or laws.

Notes:

1. Applicants may substitute fifteen credit hours in physicalsciences; chemistry; mathematics; engineering, or law enforcement at anaccredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military serviceexperience non-commissioned officer in quality assurance, inspection andgrading classification or quality assurance, inspection and grading specialtycodes in the agricultural commodity grading field of work on a year-for-yearbasis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess anyof the following preferred qualification(s).Include clear and specificinformation on your application regardingyour qualifications.

Experience testing of weighing and measuring devices

Experience conducting investigations in response toconsumer complaints

Experience enforcing laws and regulations

Experience with using Microsoft 365 (Word and Excel),and Google Mail

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification are assigned duties, whichrequire the operation of a motor vehicle and will be required to possess amotor vehicle operator license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be assignedto any county or region of the State and may be required to establish residencewithin their assigned geographic area.
