LOCATION OF POSITION

Main Purpose of Job

This position is responsible for managing a complex integrated geopsatial (GIS) databasemanagement system utilized in the development of annual forest work plans to direct on-goingsustainable forest management activities on the Forest. Position is also critically needed toassist with the daily field operations of the Green Ridge State Forest, including timber salepreparation for revenue generation, inventory work for the development of the annual workplan/long-range management plan, maintaining updated boundary shape files, and geo-referencing boundary lines to new GIS reference points. Position is essential for achievingrequirements of Sustainable Forestry Initiative (SFI) and Forest Stewardship Council (FSC)third-party sustainable forest certification. Position requires highly specialized knowledge ofGIS software (ARC 10.2), operation of GPS and field data recorders, and ability to integrate thisinformation into the Green Ridge State Forest data management system. Requirements includequerying the database to develop alternative management strategies and the production ofspecialized forest management maps used in the Public Review process.

POSITION DUTIES

The Department of Natural Resources, Forest Service Western Region is currently accepting applications for a Natural Resources Planner III. This position serves as the Green Ridge State Forest Assistant Manager responsible for supervision and implementation of silvicultural operations to accomplish long term resource management and Annual Work Plan (AWP) activities at the 48,000 acre Green Ridge State Forest. Primary duties include assisting the Forest Manager in directing, planning, organizing, administering, and implementing Department goals for management of the State Forest, and achieving and maintaining dual third party forest certification from SFI and FSC. Resource management duties include management of the silvicultural program, administration and implementation of timber harvests, preparation of timber sale contracts and collection of associated revenues, and preparation and implementation of forest resource and habitat management plans. The position is also responsible for managing and maintaining a complex geographic information system (GIS) database utilized in the development of work plans and to direct sustainable forest management activities on the Forest. Other duties include assisting with the management of Forest operations such as visitor services, resource development and protection, collection and processing of revenue, recreation, interpretive services, property management, and maintenance. These activities directly support the Departmental goal of conserving the natural resources of Maryland and protecting the Chesapeake Bay.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college oruniversity in an environmental science or natural resources planning, management or development.

Experience:Three years of experience in natural resources planning or applied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban orregional planning, engineering, physical geography, or thephysical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute the possession of a Master’sdegree from an accredited college or university in natural resources planning, management, administration,development, environmental, urban or regional planning;resources economics or development; environmental systemmanagement; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences forup to three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in thegeneral natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of professional experience in silviculture, forest management, forest harvest operations management, or forest planning is required.

DESIRED OR PREFERRED QUALIFICATIONS

  • A Bachelor’s of Science Degree in Forestry from a school accredited by the Society of American Foresters.
  • Experience with timber harvest layout and sale administration.
  • Experience with forest level and forest stand level growth and data analysis and application of these toward developing landscape level silvicultural planning and implementation.
  • Experience using GIS to include geospatial analysis and database management.
  • Experience with public land management.
  • Experience in commercial pesticide application.
  • Experience in forest certification.
